Passenger service levy
Authorised taxi service providers and booking service providers must pay a temporary levy per trip.
From 1 July 2023 the levy is $1.20 per trip.
This includes taxis, hire cars, rideshare and others providing passenger services for a fare in vehicles with 12 seats or less (including the driver).
- Introduced in 2018, the levy is a fee per passenger service transaction that authorised taxi and booking service providers must pay.
- As of 1 July 2023, the Passenger Service Levy increased to $1.20.
- The levy increase will fund the NSW Government’s industry adjustment assistance package of $905 million, designed to help taxi licence holders adjust to the new regulatory framework.
- The levy will remain in place until 31 December 2030, unless the full amount of the financial assistance funds are collected earlier.
- We collect the levy and the authorisation fee. We manage debt collections on behalf of the administrator - the Point to Point Transport Commissioner - which manages enquiries regarding registrations, declarations and assessments.

Paying the levy
Go to the industry portal to complete a direct debit authorisation and lodge a return.
We'll deduct payment from your nominated bank account by direct debit on the 26th of each month (or the next business day if the 26th falls on a weekend or public holiday).
- If you fail to lodge a return on or before the last day of each month, the Point to Point Transport Commissioner can estimate your liability.
- If you fail to pay the levy, we will send you a notice outlining payment options. To arrange payment by instalments you can contact us.
- Failure to pay the levy can result in your authorisation being suspended, cancelled or varied.
If you disagree with your assessment, you can lodge an objection with the Point to Point Transport Commissioner.
