Electronic Duties Returns (EDR) is an online service offered by Revenue NSW to approved solicitors, conveyancers and accountants (property professionals).
When registered for EDR you can:
electronically process a range of duties transactions for clients, and
pay duty electronically on behalf of clients.
Who can register
To register for EDR, you must be:
a principal solicitor, practising accountant or a licenced conveyancer, and
the director of the business, or
a partner of the business, or
an authorised signatory, or
an office bearer who can legally sign on behalf of the company.
An employee is unable to register on behalf of your business unless they meet these requirements. Employees can use EDR to process transactions once registered.
Many property professionals also use another online Revenue NSW service called eDuties to submit duties applications that cannot be processed on EDR.
You can use the steps below to register for EDR and eDuties at the same time. When your EDR registration is approved we will also register you for eDuties.
the principal of the business or a director, partner, authorised signatory, or other office bearer who can legally sign on behalf of the company, and
the only person who can complete the probity questionnaire and sign the declaration in the registration form.
EDR Authorised Staff are the individuals authorised by the EDR Approval Holder to access EDR under this approval.
EDR Primary Contact is the main person or point of contact for enquiries within the business.
EDR Payment Enquiries Contact is the officer responsible for enquiries related to EDR payments i.e. debt recovery, refunds.
The name of your CSP.
A copy of your practising certificate if you are a solicitor or accountant.
A copy of your conveyancing licence if you are a conveyancer.
Legal names
Please use the legal name of the EDR Approval Holder, not their preferred name when registering.

Supporting documents can be in these formats:

Images (JPG, PNG).
Costs
Revenue NSW does not charge any fees to become an EDR client.
However, your CSP will charge for their services.
How to register
Make sure you have all your information and supporting documents ready before you access the online form.
You cannot save your application once you have started it.

Submit registration form
Complete all sections of the EDR registration form and submit it to Revenue NSW.
In the form you will need to:
Add:
business name details (ACN or ABN)
addresses used by the business
name and contact details for each person in your business who will use EDR, and their contact type, and
details of your CSP.
The EDR Approval Holder must answer a probity questionnaire.
Subscribe to the Revenue NSW online subscription service.
EDR Approval Holder must also:
agree to a declaration, and
upload supporting information, including your current practising certificate if you are a solicitor or accountant, or your current licence if you are a conveyancer.

Verify email address
Revenue NSW will email the Approval Holder.
Open the email and click the verification link.
Once verified, Revenue NSW will begin processing your registration.
Registrations are processed within 10 business days.

Complete mandatory EDR training
Revenue NSW staff will contact the EDR Approval Holder to:
arrange enrolment in an online training course for the business about the EDR Approval Holder’s obligations and basic points about processing transactions, and
identify who will be the administrator of the eDuties account.
The online training course takes approximately 30 minutes. It must be completed by the EDR Approval Holder and all registered staff who intend to process transactions for the business.
A certificate of achievement is issued to all who complete the online training.
The Approval Holder must email all the certificates to Revenue NSW for the registration to progress.

Activate EDR account
Once online mandatory training is completed and the registration approved, Revenue NSW will send the Approval Holder:
a Notice of Approval of Special Tax Return Arrangement, and
instructions on how to activate the EDR account.

Complete CSP training
Completion of this step depends on your experience processing transactions through a CSP.
The EDR Approval Holder and their employees may need to complete further one-on-one phone training via Microsoft Teams with our EDR Trainer.
Activation of your account will occur after this step is completed.
Objections and reviews
Revenue NSW may approve or reject any registration.
If you are not satisfied with a decision to reject your EDR registration, you can lodge a formal objection in writing.
You have 60 days from the date of the decision to lodge an objection.
a person includes or provides information that is false or misleading
deliberately fails to comply with requests for information, or
wilfully destroys records.
If found guilty, a person may be liable for a maximum penalty of:
500 penalty units ($55,000), and
1,000 penalty units ($110,000) and/or 2 years imprisonment for second or subsequent offences.
Failing to comply with special arrangement conditions
Applicants must also comply with all conditions of any special arrangement approved during the registration process.
A failure to comply with all conditions of an approved special arrangement constitutes a contravention under section 41 of the Taxation Administration Act 1996 and may attract a maximum penalty of 250 penalty units ($27,500).
Privacy collection notice
Revenue NSW collects your personal information to assess your eligibility for Electronic Duties Return (EDR) under the Taxation Administration Act 1996.
We will only share your information where required or permitted by law.
You are not required by law to give us this information, but if you do not, we will not be able to assess your eligibility for EDR.
