Proof of identity for first home grants and schemes
When you apply for schemes and grants in New South Wales for first home buyers you must provide certified copies of specific documents that prove who you are.

Revenue NSW needs certified proof of your identity to work out if you are eligible for:
A full Australian birth certificate (issued by a Registry of Births, Deaths & Marriages) is the only document that we accept.
We do not accept birth extracts or Australian passports.
If you were born overseas
Preferred documents
Foreign passport and current Australian visa.
Foreign passport and Australian Citizenship Certificate.
New Zealand passport and international movement records (you must be in Australia at the start of the eligible transaction).
Other acceptable document
An Australian passport (only accepted where a foreign passport is no longer available).
If you are unable to provide your foreign passport you must provide a written statement that explains:
why your foreign passport is unavailable
the full name shown on the foreign passport, and
your date of arrival in Australia.
Category 2: Photo and signature
Preferred documents
Provide one of the following documents:
Australian driver licence (current).
Passport (current).
Firearms licence (current).
NSW photo card issued by Service NSW.
Other acceptable document
A Certificate of Identity issued by the Australian Passport Office for persons who are not Australian citizens and are:
recognised as a refugee under the 1951 Refugee Convention and its 1967 Protocol, or
about to leave Australia, and you are either a stateless person, or you cannot get a valid travel document from your country of nationality.
Category 3: Operating in community
Preferred documents
Provide one of the following documents:
Medicare card.
Motor Vehicle Registration.
Centrelink or Department of Veterans’ Affairs Card.
Security guard/crowd control licence.
Tertiary education institution ID card.
Debit/credit card of a financial institution.
Other acceptable documents
If you are unable to provide one of the documents above, we also accept the following documents:
Change of name certificate issued by a Registry of Births, Deaths & Marriages (only in cases other than change of name by marriage).
Original and full Australian marriage certificate issued by a Registry of Births, Deaths & Marriages. We do not accept marriage certificates issued by churches or celebrants.
Original Australian Divorce Certificate (Decree nisi).
Share certificate issued in your name.
Term deposit issued in your name.
Other financial papers or documents in your name, such as superannuation statements.
Current health insurance card showing your name.
Original Australian trade certificate in your name.
Registration certificate from a national, state or territory professional registration board e.g. doctors, nurses, dentists, physiotherapists and accountants.
Australian armed services discharge papers.
Current membership card or documents issued in your name: NRMA, RACQ, RACV, RAA, RACT, RAC (WA), AANT.
Current education institution ID card issued in your name.
Category 4: Evidence of current residential address
Category 4 evidence is only required if your current address is not shown in category 2 or 3 documents.
Preferred documents
Provide one of the following documents:
Utility documents of residential address (e.g. bills for electricity, gas, water etc.).
Insurance Policy with current residential address.
Statement of account from a financial institution.
Other acceptable documents
Current rates notice in your name and current address.
Legally drawn mortgage papers showing your name and current address.
Formal lease or tenancy agreement in your name and current address.
Proof of electoral enrolment — card issued in your name and current address.
Termination notice, report or reference from employer in your name and current address, verified with employer.
Change of name
If the name on your identity documents is different from the name on your application, you need to show proof of the change.
Provide a certified copy of one of the following documents:
Marriage certificate.
Divorce order.
Change of name certificate.
Court order authorising the name change.
